No, anything involving the fixed wiring, not just swapping a bulb, is licensed electrical work in NSW. A handyman can hang a fitting you've already had wired, nothing more.
What usually tells people they need light installation?

Can you do light installation in older homes?

Can I choose the brand of gear for light installation?
